The list of documents for a newborn begins with a birth certificate. The birth certificate is the main document of the baby. Its presence is mandatory in almost every legal procedure, so it is mandatory to obtain it. The law requires parents to obtain the certificate within the first 30 days of the baby's life. What documents does a newborn need?
I was given a birth certificate along with my birth certificate. The certificate is valid for 6 months. It is needed to apply for a federal lump sum benefit for the birth of a child.
I received this benefit at my work 2 months after the birth of my son. In February 2021, I submitted an application for payment to the accounting department, attaching copies of the marriage and birth certificates of my son, a birth certificate, and a certificate from my wife’s place of work stating that she did not receive this payment. In April I was given 17,479.73 R along with my salary. If the child was born after February 1, 2021, the payment will be greater: RUB 18,000.12.

The benefit is paid by the Social Insurance Fund for up to one and a half years. Parental leave is a state guarantee provided for in Art. 256 Labor Code of the Russian Federation. The maximum duration of leave is until the child turns 3 years old. But the monthly benefit is assigned for a shorter period - up to 1.5 years.
From January 1, 2021, all regions of Russia will switch to the direct payment mechanism. Employee benefits are paid not by the employer, but directly by the Social Insurance Fund. The fund pays benefits on the basis of documents prepared and submitted to the territorial office of the fund by the company's accounting department.

The calculation base for calculating the amount of monthly child benefit is earnings for the two years preceding the start of the leave.
For example, if a baby was born in 2021, then the mother’s (other relative’s) salary for 2021 and 2020 will be taken into account in the calculation.
The amount of social benefits is directly affected by the average earnings of the recipient. The calculation includes all the applicant’s labor income, from which the employer calculated and paid VNiM insurance premiums. Payments that are exempt from maternity contributions are not included in the calculation of average earnings.
These include:
- days of illness of the employee himself or of caring for sick relatives (disability);
- maternity leave (pregnancy and childbirth on the basis of sick leave);
- periods of leave to care for other children;
- unpaid time off (leave without pay);
- periods during which workers' wages were only partially retained.
Are you unsure whether to include payments in the calculation of benefits up to 1.5 years? Check whether contributions for temporary disability and in connection with maternity (VNiM) are accrued from this payment, in accordance with the norms of Chapter. 34 Tax Code of the Russian Federation. If they must be accrued, then include them in the calculation. If not, then do not take into account these incomes.
Average earnings for social benefits are limited to 40% of the employee’s average salary.
There is a minimum and maximum possible value for this benefit.
Maximum amount of benefit for child care up to 1.5 years in 2021
The maximum threshold for monthly childcare benefits for children up to 1.5 years old is limited by the maximum values for calculating VNiM insurance premiums for billing years. If the income limit is exceeded, the VNiM contribution rate is reduced to 0%. That is, the employer does not make contributions from earnings above the limit. Consequently, the excess amount is not taken into account when calculating all social benefits at the expense of the Social Insurance Fund.
For example, the calculation base for the 2021 benefit includes the periods 2019 and 2021. The limits on contributions for temporary disability and maternity were as follows:
- for 2021 - 865,000 rubles;
- for 2021 - 912,000 rubles.
In total, the maximum earnings from which the employer paid VNiM contributions cannot exceed 1,777,000 rubles. Of course, the recipient’s earnings may be more, but contributions were paid only from this amount.
Maximum average earnings for social benefits: 1,777,000 rubles / 730 days (for 2 years) = 2,434.25 rubles.
The maximum benefit amount up to 1.5 years per month from 01/01/2021 is equal to: 2,434.25 rubles * 40% * 30.4 days (average value for accrual) = 29,600.48 rubles.
For example, in 2021 the maximum was only 27,984.66 rubles. The increase in monthly payment amounted to 1,615.82 rubles.
The minimum payment for a child under 1.5 years old was revised back in July 2021. Due to the unfavorable economic situation regarding the coronavirus, Vladimir Putin decided to increase the lower threshold to 6,572 rubles per month.
Let us remember that before the turning point, the minimum social benefit was considered 40% of the minimum wage. For example, in 2021 (before the changes), the payment for the first-born was only 4,852 rubles per month (12,130 rubles * 40%).
A new minimum of 6,752 rubles for January will be received for both the first child, the second and all subsequent children.
And from 02/01/2021, the amount has been increased again, as the annual indexation of child benefits at the expense of the Social Insurance Fund has been carried out.
From February 1, the child care benefit cannot be less than 7,082.8 rubles. This follows from the Decree of the Government of the Russian Federation dated January 28, 2021 No. 73.
Only three indicators are used for calculation:
The recipient's average daily earnings, calculated over the previous two years.
30.4 days is the average number of days in a month for calculation.

List of documents for receiving maternity benefits
To apply for maternity benefits (M&B), the employee must provide the employer with the following package of documents:
- sick leave;
- application for payment of benefits;
- certificates of the amount of earnings from previous places of work for the estimated 2 years, if any;
- an application to replace the years of the calculation period if the amount of benefits increases when changing periods.
IMPORTANT! The benefit is not paid if the employee applied for it 6 months after the end of the BiR leave (Article 12 of the Law “On Compulsory Social Insurance” dated December 29, 2006 No. 255-FZ).
An addition to the B&R benefit is a benefit in connection with registration in the early stages of pregnancy.
